does anybody know why the obd2 connector in 00 chevy cavalier has no power to run the scan tool?

ive checked every fuse in the vehicle that i can find this car will not pass a mass state inpection because of this. anybody have experience with this problem , another friend of mine has the same problem with his 05 silverado 4.8l 5spd

    The power for the data link connector is located in the instrument panel fuse box and should be labeled cig (for cigarette lighter) and will be a yellow 20 amp fuse. There are also two grounds on the dlc connector- a black wire and a black with white stripe wire that could be causing the problem as well.

    on the 00 your probably out of luck for a dealer fix but the 05 should still be under warranty. The OBDII, is part of the emissions that is federally mandated to be warranted for 8 years or 80,000 miles. On my Ranger the fuse that served the cigarette lighter was blown and took out the OBDII.
