Why do the police and the FBI have to kill great rapers!?

Raping is illegal but the FBI shouldn't kill them unless they are violently resisting arrest. Whether rapers are killed is really up to the laws in the jurisdiction they're being tried and the court system

naw u got the question wrong..it suppose to be why doesnt the police care more about the rappers...as in why do they give up so easily on finding the killer..because real talk rappers like tupac and biggy spoke the truth and thas why they dont care for them...u can say its like a conspiracy..but thas what i think
