Help figuring out the title of a vaguely remembered movie from childhood.?

All I remember at this point is that we got it on a vhs tape from the public library, that the two main characters were a teenaged boy and girl who started off somewhere normal and got transported almost immediately to the magical place where everything happened, and that there was a "good witch" type character who helped them, and in her house she had a bird puppet or multiple bird puppets, that were supposed to be real birds, that would burst out singing be kind to your well feathered friends at some trigger.
