If you're forgotten your WEP key, there's no reason why you shouldn't be able to reset it.
The only reason that I can think of that would prevent you from being able to reset your router would be if it's not really your router, and you're accessing it without permission. If that's the case, then I doubt you have physical access to it. My advice in this type of scenario would be to stop leeching and either get your own connection or visit a public library, educational institution, or Internet cafe.
If you really have, in fact, forgotten your password, however, and you're the legitimate owner of the router, then you can just press the button on the back using a straightened out paperclip to reset it to factory settings. From here, you can create a new passphrase that you won't forget.
EDIT: In that case, you'll need to tell them to reset it, assign a new WEP passphrase and tell you this passphrase if they've also forgotten the current one.
Either that, or do it yourself if you don't think they'll mind.
EDIT2: If you use DHCP, the connection will work fine immediately. You'll have to reconfigure any customized settings that you have saved on the router, such as content filtering, IP banlist, hostname banlist, MAC address filtering, port forwarding and static IP address(es). If you don't have any of those, however, it won't take more than 60 seconds for your Internet access to be back up and running. Until you set up a new password, however, the network will be unsecured.
