What literacy device is used in the phrase, "The moon is a ghostly galleon?"?

The phrase is from a poem called The Highwayman by Alfred Nayes

    hey i love that poem and the device is an alliteration Ghostly Galleon both with same first letter and a metaphor because a simile uses like or as and a metaphor just compares two thing without those words

    I love this poem its amazing. I read it in school & its very meaningful Ohh i almost forgot its a metaphor.
