Couple of ways to try and remove it.
1. go to the c drive in your computer, go to program files, find the folder with the above program in it (should be named somethign like defragger. Open the folder and look for an uninstall application (will say something like uninstaller). Double click on it and follow the prompts to remove the program. IF THIS DOES NOT WORK FOR ANY REASON GO TO STAGE 2.
2. download spybot search and destroy from safer networking.org. Update with the latest definitions, and then go to advanced mode (must select this on the menu bar) and then click on tools on the left hand toolbar. There should be a tool called uninstaller or something liek that, it will give you a list of all the programs installed on your computer. Find the above program and select uninstall. Once its done, run a full scan with spybot to make sure there is nothing nasty lurking on your system. That should do it. FAILING THIS...go to step 3.
3. if your reading this...defragge(vopt8) is probably a virus. Run a full system scan with your anti-virus program, and let us know what you find.

To remove any stupid software that won't allow you to uninstall try the free Revo Uninstaller from http://www.revouninstaller.com/
Open it and tick mark all bold items it says are in the registry and select delete.
Read the reviews about this great software at www.download.com from where you can also download it.

I cannot be sure, but a lot of anti-spy ware programs are also viruses in disquise. Why would you download a defragger program when it is already built into your computer ? In layman's terms , you are going to need to see a local guru in order to remove this one. Sounds bad to me though. Good luck
