In terms of lunar phases the rotation of Earth determines the when the dark or light side of earth will be postioned to see the moon at night or day. But rotation of the Earth really doesn't affect the phases only whether we can see them or not. The revolution of the moon around the earth places the moon in different locations in respect to the Earth it is in the locations that we see the different apparent light exposures on the moon surface. I say apparent because the moon actual is lighted the same all the time expect if it enters the Earth's shadow during a lunar eclipse. It is only from different angles that we see different proportions of lighted surface on the moon during it phases.
