Do i pay Out of State Taxes if i worked in PA partime but live and worked in DE also part time?

Your W-2 shows the amount that was withheld for tax, not the actual amount of your tax. Your taxes paid to PA the "state" income tax withheld on the W-2 with PA taxes (not any W-2 with DE taxes and not the federal tax on any W-2) PLUS anything you must pay to PA when you file MINUS anything that PA refunds to you after you file.

Yes you will have to file a PA non-resident return, as PA doesn't have an agreement with DE like they do with MD and NJ.
To file your Delaware return, you'll have to file your federal return first. The Adjusted Gross Income is the last line of the 1040 and 1040A, or line 4 on the 1040EZ.

You need to file a PA non-resident return for income earned in PA. Next, you will file a DE resident return showing all income (even that earned in PA). DE will give you a credit for taxes paid to PA
