Cebu and Davao has plenty of tall buildings not necessarily skyscrapers.

Makati to me reminds me most like Las Vegas, Cebu looks like Honolulu, Hawaii, and Davao looks like San Juan, Puerto Rico

Makati because it is the defacto Financial district center, it would be NY.
Cebu is an upgraded version of Manila with beaches to boot, so it could be Orlando.
Davao is also like Cebu in a sense, so it could be San Diego.

I am assuming that you are an American living in the Phil and you are in Manila. If that is so, then there are many good schools that will offer courses for you to take. As far as which will get you work in other parts of the world including the US I suggest you decide on what you want to do, research to see where the jobs are and then learn the trade. Not all certificates are the same for every country in the world. But the important thing here is that if you finish a course you will have some education on for that job. Maybe that new country requires a little different training and when you get there you take the courses required in that country to supplement your Philippine degree/certificate and then get certified in that country. Makati is most similar to New York City.
I've been to Makati and its remind me of my hometown New York City because there's lots of shopping, clubs, condos, buildings in Makati.
Plus People in both cities are always on the move , traffic is crazy and its never quiet

Makati reminded me of LA a lot but for Cebu, I don't know. Cebu is cebu.

Honestly....Makati is NO New York, Manhattan or Las Vegas....Anyone who thinks that is on crack!
Makati is kinda like downtown Philly without all the people yelling out F-Bombs, and drivers constantly giving middle mingers!!!!!!!!

Unfortunately I do not think there is one. The cities you mentioned are just too uniquely different by themselves. Their state of disorder though are gems that Pinoys should keep. Mabuhay.
