How to use the index function in excel?

I am having a hard time trying to figure out how to use the index function for the data listed below:

TOOL --AVG # of TESTS -- AVG COST per TEST

X 10 $2,909.55

Y 3 $913.16

Z 5 $1,088.24

    a varible for index is an integer. what's a bucle? and what are you trying to change?
