How can there be a tiebreaker when only 1 person answered?

Is this a glitch in Yahoo Answers? Only 1 answer but the question is not resolved, it went to tiebreaker. How is that possible?

Update:

Not true in this case, no one chose "No best answer", voters did choose the only answerer. However, question is in tiebreaker

    In order to see the number of votes each answer (and also the No Best Answer option) had, I had to cast my vote. And yes, I realized there are no votes for the No Best Answer option. It may be either a glitch or each of the two answers is about to be set as the best one. I will have to check after a while.

    <Edit> OK, it seems up till this moment only the second question has been resolved. So, I assume it depends on when the first vote has been casted; either before or after the voting went into tiebreaker. According to Yahoo! Answers Help pages:

    [ What happens if the vote ends in a tie?]

    "The question remains in voting as a tiebreaker. Once a vote has been cast, the question is checked shortly afterwards to determine if there is a best answer."

    All questions that are waiting for the common public vote are spoke of as Tiebreakers whether there is in basic terms one answer given. The question is in basic terms waiting for the time decrease to be up and optimistically somebody has voted the respond the final and then that's resolved.

    It's a tie between "no best answer" and the 1 answer being the best.

    You have to choose it as your best answer for it to be resolved.
