When I Start My PC it makes a very bad noise?
My PC is making a lot of noise, It makes the noise louder when I turn off my Air Cooler. When I directly blow air with a table fan it makes less noise. And when it makes the loudest noise, my Pc becomes slow.

This is because there is to much congestion in the CPU fan. The best way to fix it is to get some compressed air, open the case, and blow it out. This will result in your PC Being at top Speed ever before and you don't have to call a technician. I am an A+ certified Technician for Microsoft and hope that i have helped you.

Your fan may or may not be clogged with dust, but it is definitely a fan issue. It will get louder if your air conditioning isn't on because most computer fans will adjust their speed based on the temperature of devices. If it isn't your main CPU fan (though it most likely is), then it could also be a fan on a video card or elsewhere in your case.

Usually noises like that are your fans. Clean up the inside of the pc.

Your CPU fan is jammed with dust I guess. If you know how to clear it then do it asap or call a computer guy to do it.
