How can I help save my friend's rescue?

My friend runs a feline rescue, incorporated by the state and has the approval of the town vet and the health inspector. She harbors and resocializes abandoned and abused animals. The small town where she lives has "amended" an ordinance to limit houehold animals to three, removing a provision for kennels. They now say she must close her rescue because the new ordinance is "retroactive". All this came up because the animal control officer saw cats on her front porch (not her animals) and cited her.

Who can I contact (animal friendly) that will help her?

Any animal rights organization, the attorney general, write a letter to the editor, local tv stations. You need to get the story out to the public.

A lawyer could help her use the "grandfather clause" to maybe stop the ordinance from being "retroactive". The "retroactive" portion of the ordinance may not be legal.
