If you ask questions, you have to wait for four (4) hours after asking the question in order to choose the "best answer." That's to give folks a fair chance to log in and find your question. Many of us log on and off periodically during the day and we may not be online when you posted.
Once the four (4) hours have elapsed, go back to view the question. You can do that by clicking on "My Profile" near the top the page, right hand side under the word "discover."
Once you're at your profile, look under your avatar (photo) and you'll see a list of all the questions you've answered plus a tab you can click to see the questions where you were chosen as "best answer," the questions you've asked and the questions you've starred.
Click on the word questions and you'll see the list of your questions, click the question and it shows you not only the question but all the answers. There will be a blue box under each answer. Click the box of the answer you liked best. You will get 3 points for choosing.
Be sure you pick the "best answer" before the time for answering expires or it'll be too late, it'll go into voting.
IF YOU DIDN'T ASK THE QUESTION, to vote on unresolved questions click the "answer" toolbar at the top of the page then click on the "vote" tab and it'll show you a bunch of questions in voting.

The prayer, one learnt by heart in distant young age, or one later composed by me and now much reflectively silently used, may give a hint of own calm seeking or waiting presence within the surrounding universe; a seeking or a waiting that contains a humble hope, therefore it is occupied by a prayer, here with the prayer as if infusing the little or large extent of that hope. Thus, what may keep on running in the mind is those soothing prayer words, or even a wordless and timeless hopeful attention, in the form of considerative poetry, what an inserted little reflection would call "being with the stars", and perhaps also, and perhaps vaguely, images of a listening and hopefully merciful divinity, of a listening or witnessing ethereal Power lingering high out there towards the horizon. Then Dhyana conveys sort of an apotheosis with images and oriental postures, with a fiercer upright sitting or standing in perhaps a thoughtless listening to whatever the half-closed or all-closed eyes will turn towards to. A soul's movie mildly protended towards an apparently calm but uncertain sense of hope may keep running in the mind while the words and the silent sounds of prayer seem to make that movie thoughtless. Amen. Aum. Have a sublimer thoughtless laugh.

Well, you should pick the person for the best answer by who's answer helps you the most. Right?
And I have no idea what the levels mean to be honest.
Edit: Okay, I found out what the levels mean lol. With higher levels you can answer more questions each day, more people can comment your topics and more people can rate your topics.

To pick a best answer, you need to go to the question after a few days if the asker hasn't picked a best answer. If it is your question, go to "my profile" and find "my questions" inside. Go to it, and pick the best answer. It doesn't matter if you're Level 1. You can pick best answer too.

First, your question has to be a certain age. Your question needs to be at least 4 hours old in order to choose the Best Answer for said question. After your question is 4 hours old, click on the link "My Profile" in the upper right hand corner and then scroll down until you see your questions and answers section. After you find that, click on My Questions and then click on the hyperlink for the question that you want to give the Best Answer to.
Anyone, at any level, can pick best answers to a question that they asked.
After the question loads, you should notice right away the big blue buttons after each answer that has been given to your question that says "Choose as Best Answer" or something close to that. Scroll to the answer that you want to mark for Best Answer, and then click on the Choose as Best Answer button AFTER the answer that you want to mark as the Best Answer.
Hope this helps :)

not really. being level one doesn't make a difference.
after 3 days Y!A will send you an email telling you that you can either pick a best answer for yourself or extend the expiration date.
just keep checking back to see when it's time to pick an answer for your question. (:
