They're called "diploma mills" and they're illegal in the United States, too.
The particular spam you're quoting there probably doesn't even come through on their promises to deliver anything to you. They most likely just take your money and never give you anything. Ignore this and any other spam e-mails like it.

I really dont think it is legal. I also think it is kind of stupid. I would not want a degree on something I have not earned.
I do believe there are plenty of people that would like that type of deal since to them inteligence is really out of their league. I guess business wise it could be something that will be somewhat profitable. Most people want something for nothing and I believe this apply.
