made a submarine in his garage? what would happen if he were to start using it in the ocean without proper permits or whatever is needed? I'm curious about the subject so as much real info (not theory) would be appreciated. Thanks.

trust me the guy needs a permite and a proper saftey course for making and riding submarines just what i think.

Well if he just throws it in the water, and gets near some military ships or sensitive installations they (security forces) will warn then sink him. Same as surface ships and pleasure boats.
