The phrase you're asking about is really "cuando más", without the "y".
"Cuando más" is translated as "at most", "at the most" or "at the maximum". In Spanish you can also say "a lo más".
For example:
"Esta tarea tomará cuando más diez minutos". >> "This task will take at most ten minutes."
NOTE: Individually, "cuando" is translated as "when" and "más" is translated as "more".

there's no such a thing as "quando"
but there is "cuando" which means "when" and "más" means " more"
