Is there a schedule for charging a client late fees?

Have a client that is not paying their bill. Have never had an issue with this before so I am treading on new water. Is there laws or statutes in place that determines late fees, and if so where do I find it. All I can find is generic stuff. BTW. If it matters I am in Arizona.

    the rules are set by the person presenting bill and are normally spelled out on the invoice or terms and agreement between the parties!!!
