BSNL speed & amount are good, but the customer service is Bullshit,
you want the best customer service means go to Airtel ( i am dying with bsnl, they take 19 days for solve one of my BB problem, but airtel will make within 4 hours)

i suppose it is bsnl (even though it is only average ) . (my exp. )
tata indicom's connection is erratic . (friend's exp. )
airtel is supposed to be good , but they overcharge .
dont know about reliance wireless but i think it is rather unreliable .
