What sort of cell phone records? Do you mean the call logs on the phone?
And you're looking to get into the phone without the phone's lock code?
Unforunately for new (past 3 years) handsets, there is no way to get into the device once it is locked, except to wipe all information off the handset and start with a clean start.
Doing this would clear out the call logs, so the only way to see them would be to figure out the lock code.
