Yes and no.. A std chrome tip, no its not illegal..
Now a tip that causes exhaust to be louder, whistle, pop, etc is illegal if the sound limit of the exhaust now is higher than the legal DB limit in your state

if it was illegal then A LOOOOOOT of people would be getting tickets for them, some vehicles even come from the factory with chrome tips, also i haven't heard of any states where they might be illegal or would have to do something special to be able to have them
- if its to loud its not because of the tips and why would it being chrome have anything to do with how loud it is? chrome is just a finish, a different tip might give it a little different tone but i tip won't make it louder, its the actual exhaust system itself, the muffler, gutted cat converter or no cat at all, could be many things, but the tip won't make it any louder

Dude in case you incredibly decide on the exhaust sound purchase the end and take it to a muffler save. Them tell them to lessen your inventory exhaust type the catilyc and new pipe with tip. This my buddy provides you with wonderful deep sound and also you may want to nonetheless bypass emissions.

Not that I know of...the only law that seems universal is that the exhaust must extend (a little) from underneath the vehicle and behind the passenger compartment...
Ohhh, you added that it's a LOUD muffler! That is different, nevermind...

You asked about a chrome tip. A tip is different than an extension. Depends on state laws.
