Keynes idea that spending runs the bussiness world is niether. The idea that he put forward was that a bussiness does not hire people to make more product till there is an increase in the call for that product, and that they lay off worker as the demand drops. As seen in the GM plants. He stated that the government could get the ball rolling by putting people back to work at what ever job. Once you are working and have income you pay taxes and buy thing demand increases and more people go to work till the government jobs can be slowly removed.

This is common sense if you are not working all the taxes cuts in the world will not help you have no income so no taxes. In the end you really need an income to pay taxes on and the higher the income the better.
