Are there any ways to find the owner name of cell phone number without paying for it?
I'm sick of the bs sites and directories...i can't get this chick to tell me who the hell she is but i'm not paying to know...

Its a good way to start. The place lets you to do a no cost phone scan simply to find out if any telephone data is there. This basic alalysis is done without cost. For a full detailed report its a modest payment.
Here's Reverse / Whose Number Lookup page. If you're talking about cell phones, you usually have to pay for that. I've had pretty good luck just using Google a phone number to find out who's calling. If you are researching a quantity of numbers, though, I suppose, you might want a service. I can't imagine why the average person would need to research a quantity of numbers, though, so I assume this is business-related, and it then seems only fair that you pay for a service. But maybe it's not.

If it's a prepaid cell phone, there really wouldn't be a way to track the owner. As far as a regular cell phone, I don't really know that you can find out a specific name on the account. I don't think the phone company could disclose that information to you. I know I've used a website before to try and look up a number that was free. If I'm not mistaken, it was whitepages.com and I clicked on the "Reverse Number Look up" tab. Unfortunately, all it told me was who the cell phone carrier was...

If you know what cell phone company she uses, it will tell you which one on www.whitepages.com when you do a reverse phone number search.
Then you call that cell phone provider and say that you are calling from the police department and you received a report of abusive phone calls ,threatening ones coming from that number and you need the name and address of the owner of that cell phone. They may tell you.
Or you may get arrested for impersonating an officer. Idk.

Cell phone numbers aren't public information...you'll have to pay $10 to find out.

You could try going to the store of your cell phone provider & talk to customer service.

You can try a reverse lookup on switchboard.com but that may not show cell numbers, worth a try. Or you can set someone up to call her and say "hey, Julie?" When she says no this isn't Julie they can say oh, who am I speaking to. or something like that.

get someone to call it under false pretenses to trick her into telling. Tell her its a hospital and that she was listed on someones In Case of Emergency listing and that they need her to identify a body. Then when she tells you, don't tell her it wasn't a hospital. Let her go there all worried.
