I just checked Kim Komando's website. She is known as America's Digital Goddess. She recommends Kill Disk (see link below) and it's Free to use.

If you have a boot disk, start from there and just reformat the drive. If there is no security issues, then this will be fine as you will loose everything.
How you format the drive can depend on the operating system you want to use on it and the hard disk size. You may also wish to partition your drive this time. Keep your "user files" (documents, file and emails etc) on the second partition. That way if you want to reload your operating system from scratch, you won't loose your files and it will take less time (smaller part of disk).

You can use any windows xp or vista disk.
Win XP disk:
- Boot off the disk, You may see a message that says "press any key to boot to disk"
- You'll see the Windows Setup screen (in Blue)
- Press enter to continue
- Press F8 to agree
- Press Esc
- Press D to delete Partition
- Press Enter to Continue
- Press L to delete
- Press enter to Install
- Format disk
When the format finishes power off the machine befor it starts to install windows.
