I've never heard a ritzy county, I have heard of ritzy neighborhoods..
but countys are a group of towns.
and no i don't think your math is right.
ritzy neighborhoods are more like millions, and upper class are 250,000 and then average is 100,000 or less
and 32,000 and less is poor house poor
