Not currently. Last year I went from Kisumu to Mbale, Uganda and researched all modes of transport and came up pretty empty handed. I ended up taking a matatu from Kisumu to Busia, crossed the border on foot, then picked up another matatu that took me to Mbale. There are some bus lines also, too, but the train is currently defunct.
