I would normally agree with Unique on this however I checked Dell's site, I checked ASK.com, I checked Trendmicro.com (Virus software site), I checked Google and I checked Yahoo none of them except Yahoo had anything all it had was a web page with that message on it.
I do not think there is enough information for us to help you but if you add more information I think you might get more help.
Like if it only comes up using a particular program or since you added a new program...

from experience I would say it's a virus picked up. I have had the same problems and it did not clear until I down loaded a virus scan to remove it. I would avg or web root to scan and remove it. Go to either avg.com or perhaps web root.com
