What's with houses on blocks?

My fiance and I are moving to Louisiana and I've been looking at houses. Never in my life have I seen so many houses up on blocks. What's with this? Does it serve a purpose and why would you do that?

Update:

Well it's not New Orleans but thanks. We'd actually be in norther Louisiana - might as well be texas.

Just think Katrina...lots of flooding. Oh and it might help with any poisonous snakes too! (There are lots of marshy areas...so who knows what might get lost and wonder around..)

I sooooo want to go to Louisiana though, ever since I watched "Interview With A Vampire" when I was younger I was hooked on the outdoors they have there. You are lucky!
