Im guessing here but if it is an old rotary phone, and it has no dial with a dial indication, 'Please answer Promptly' I am betting it could have been used in an intercom setup, like an entry foyer, or hotel lobby, or, even an emergency fire or police phone, where the hand set was mounted at one specific location like a call box, that would have been used for police or fire response.
