Is it illegal for someone to do a background check on you without your consent?
I filled out a rental application for a house, provided all the details necessary to do a background check (my SS#, DL#, etc) and paid an application fee. However, I forgot to sign the application because I was waiting to do so with the person I was working with, who wasn't available when I dropped it off. They still went through with the background check though, is that illegal?
It did include a credit check. I have credit monitoring service and was notified.

Depends on what type of check he did. If it was criminal then no because that is public record. The only way someone can do a credit check is if you give them permission, or if something is in collection or you are applying for credit (like buying a car, house,etc) Other than that no one can do a credit check on you.

Anything in the PUBLIC RECORDS database is available to the public. How to find someones public records? Well with just a few mouse clicks you will be able to get tonnes of public records on almost anyone else.
