Cyber stalking help in Canada?

Okay I have a friend who lives in Canada a guy she use to talk to has become obsessed with her and actually found out where she is living, what her cell phone number is and what courses at school she is taking. I tried to tell her to ring the police to report him as a stalker and block him from all of her friends lists. He then started sending her threatening messages on her phone calling her insulting names, and threatening to kill her. Once again I told her to call the police and tell them about it but should she be calling the police? Is there somewhere else she should be calling? Who are the proper authorities to call on cyber stalking?
