Decrypter illegal? If not what is the best one to download?

I get confused, DVD decrypts are for sell to rip and burn DVDs but they are illegal? then why are they for sell?

whats the best one that's free? any links 10pts-

    It's legal to make a backup of a DVD you own, for archival purposes (so if something happens to the original you have a backup) - http://www.law.cornell.edu/uscode/17/117.html

    It's totally illegal to, say, borrow a friend's DVD and make a copy for yourself.

    It's like a knife. It's legal to sell them, it's legal to own them, it's legal to cut meat with them - it's not legal to kill someone with one.
