Who is responsible for a medical bill?
My foster daughter surrendered her rights to her son, three years ago, the papers were signed, before she delivered. The baby was taken from the delivery room and placed immediately with the adoptive parents.
She just found out, that there is and outstanding bill, from the doctor that examined the baby in the hospital, for almost $900.00 and they are holding her responsible.
I don't know the details of the adoption, I know it was through private agency and because of her special needs, she does not remember the agency, or the caseworker's name.
Is she responsible for this bill?
She was 17, when the baby was born. She was not in foster care, but living in a maternity home that, is now closed.

If she was under 18 at the time she had the baby and in foster care she was a ward of the state. The state should be responsible for her medical bills.
If she signed away her parental rights before the birth, the adoptive parents, or the adoption agency would be responsible for the baby's doctor bills.
A 17-year old cannot enter into a contract such as agreeing to pay for medical care. For that reason, the baby's medical bill is not her responsibility.
Send the hospital a letter explaining her special needs and that she was under the age of 18 at the birth and subsequent adoption of her baby. The hospital has her and the baby's records.

No, it's the adoptive parents bill and should be sent to them. If they refuse to pay you can sue them.

I would think not, pass it on to the adoptive parents.
