Probably so if they are in fairly urgent need and you have a good track record - i'm never offended when I get asked that question. My suggestion would be to tell them you are very interested and feel you can do an outstanding job, however, the salary level is of concern and can they revisit the offer letter. If you get a 'no' then ask if they'd be willing to give you a guaranteed Draw for the first 6 months while you learn the company and industry.

I doubt you are going to find many people working in the Netherlands in the same position who are going to disclose their salary levels online to be honest

I worked for an International company and we had a dept which International Sales Reps (Account Managers) and their salaries based on the scale level in the company, was dependant on experience, age and started at €2600 as a starter (junior) and went up to €3800 for the ones at the higher end of the level (in some cases at supervisory level but not at managers level)

On top of this was a package

    - laptop & phone

    - travel allowance for meals and in some cases time

    - support towards medical insurance costs

    - 8% holiday allowance

    - a bonus scheme, results varying on yearly appraisals from zero to two months salary

This was an International company and about 350 people working for the HQ office

So before determining a salary, ask them about what package they have on offer as well, as these factors make a substantial difference in the actual salary level as well.
