Why would a cocketeil have a puffy area behind his eye.?
He's 12 years old, doesn't appear to me in pain, doesn't rube his head on anything, appears to have all feathers on his head, but his eye/head is puffed out some, sort of looks like there's an extra cc of liquid in there. I'm thinking, does he have a brain tumor or what? Taking him to the vet Monday. Thanks

Take the bird to the vet. It may be an infection, or even a tumor like you suggested. But this could be quite serious. Please try not to handle the bird too much, it could cause further damage. Anyway, cockatiels live to be around 15, and it might be caused by age.I hope the bird gets better.
