The queen has no power to do anything at all.
Even assuming there is a conspiracy to disolve the UK parliament, how would those responsible make MPs take out additional expenses? Surely there are hundreds of better ways to go about it?
If the monarch tried to pass any bills, denied a bill accepted by parliament, denied parliament the right to assemble or in any other way interfered with democracy then parliament would simply ignore them and declare Britain a republic.
The monarch is nothing but a figurehead.
