Hungarian spelling is quite phonetic already, but I'll try to give the IPA. (Dunno if that's quite what you meant by phonetic spelling...) In all of the following, I'm using the familiar mode of address, on the presumption that you wouldn't be saying these things to a mere acquaintance.
You are so beautiful:
Olyan szép vagy ['ojɑn sep vɑɟ]
Olyan gyönyörű vagy ['ojɑn 'ɟøɲøry: vɑɟ]
(Grammatical note: these are incomplete thoughts, both in English and in Hungarian, though it's more obvious in the latter. People use the construction in everyday speech, but it makes teachers and other purists cringe.)
I love your eyes:
Imádom a szemeidet ['ima:dom ɑ 'sɛmɛjidɛt]
May I kiss you?
Megcsókolhatlak? ['mɛgtʃo:kolhɑtlɑk]
And the classic romantic phrase is of course "I love you":
Szeretlek ['sɛrɛtlɛk]
