Considering how graphic intensive the web has become, will a computer that has 400mhz processor, 128MB of RAM be able to easily surf the web?

I wouldn't say easily, but you can access websites that don't have flash players or advanced java scripts.

With Windows 2000 SP4 it won't even be too slow. I have a 433 Celeron with 96 MB RAM and the speed is acceptable. Try to buy another 128 MB RAM and overclock the processor to 500 Mhz.
Or just throw the thing out and buy a used P4 for $70.

Shouldnt be a problem.
NO it WONT be slow providing you arent running anything in the background! Your processor even though old will still process the data faster than your internet speed.

Haha, barely. What you need to worry about is if it has the correct modem (dialup and high speed are different). Check and see if it has a cat5 plug in on the back, if not.. your SOL dood. If it does.. give it a shot. Will juss be slow as hell.
