110% legal. Be happy it's not a total termination to save money and secondly, 1 year of working at any place is not a long time. It's all over the newspapers people employed 10, 20 and even 30 years being let go. Now that's a long time and obviously in some cases practically a life time! If I were management. The first person I heard crying about the change I would fire. And guess what? That would be legal too. Don't need a trouble maker in the group.

In the UK, it depends on
1. why the employer wants to change their working hours
2. if they are permanent employees
3. the terms and conditions of their contracts.
You haven't given much information.

In the US, 99% of non-government employment is "at-will" employment. Meaning you or your employer can terminate employment at any time for any reason without notice. So your employer can bump you down to part-time or even fire you for no reason at all.
