With California making so many cut backs...?
why are people getting upset at the Governor? Hes about to gut out Welfare and Cal Grants and a whole slew of other stuff. Come on, seriously. Do people not see the recession that we are in? People are losing jobs everyday, that have four year degrees. We all are hurting. Are these the people that have relied on the state so much that they cant believe this is happening? Or do they not realize that the hard working people that were paying into these programs no longer have jobs now? This is an open question, so feel free to bash and call me names, but I speak the truth.

It isn't just the cutbacks to Welfare and grants, its to social services that people are getting angry about. Thinks like schools, police, and firefighters, are getting screwed over, because idiot voters a)hardly turned up for the last special election and b)are too afraid to raise taxes for their own general welfare. I know it's stupid, and Gov. S. is doing a great job, thing is, he is doing the best he can. That best, is cutting back, and the American public, has not hit great depression status, in a sense, many things could be blamed. Things that take us away from reality. Many people think that the government can just wave its want and fix everything, but it can't and people don't know that.

GOOD! The legislature made their bed and now they must lay in it. Maybe next time people will think twice about voting for unsustainable entitlement programs.
The smart voters showed up to the voting booths in the special election (those who pay taxes) and spoke clearly...stop spending in a recession and cut programs instead of asking for tax money when unemployment is over 10%.
Furthermore, if we had business tax-revenue we'd be in a better position. But the liberal legislature along w/ Governor Shriver have no problem leveraging business to the point where they throw up their hands and move to Arizona, Nevada, Tennessee, Texas or other pro-business states.
Those lessons learned the hard way are those often remembered.
And as far as Ahhh-nold cutting fire/police/etc...won't happen. The Government has a history of threatening voters with Armageddon if they don't subside to the tax-increase.
It's time to have a taste of their own medicine. I say make it painful so we'll never forget.
As a call to reason for the poster above -- you chastise voters for not showing up to the polls to increase taxes (revenue to the Government) and then go on to say the Government is never the solution. If that's the case, seems to me the voters made the right choice and we should be pleased that the dependents didn't show up to vote for increased taxes.

I ask for your patience as I build the foundation for the answer, which is more simple, though unpleasant, than some might think.
Ok, so to begin with we could underscore what others have answered or eluded to: The "people getting upset at the Gov" should be defined by which State programs with which they are concerned.
Yes, there are residents in our state who truly need at least "more than a leg up" from specific state aid programs in this recessionary, dare I say depressionary environment.
Yes, the state is suffering from a combination of some inefficiently managed programs, bloated programs, a dysfunctional legislature (sure throw the governor's office in there as well), a far less than adequate tax base (i.e.taxpayers) and hell why not a recession to boot...seems like the ingredients for a perfect storm.
I could go on & on in this vein until my argument became so unfathonably lost in minutia and why 'Da Governator' isn't making people happy...but that wouldn't really get to the heart of your question, but it might have fooled you into an answer. I don't roll like that...
Since AS has been Gov, Conservatives are unhappy with him because he has essentially abandoned any allegiance to conservatism his voters hoped he had...now he's being forced to take action that brings him closer to that right wing camp. As you've clearly stated, others and the same are upset with him because of the trial-baloon & determined announced program cuts. I can hear the collective wailing & nashing of teeth in my sleep: "Why can't he cut other programs because mine is necessary!?!?!?!" But when it's all said & done, he's still who he is.
So here comes your answer (finally):
State legislators would love to make the CA State budget like the Federal budget deficit...which means that it really is never meant to be paid off because that would put Wall Street & the International Financiers (they have more to do with controlling the money supply/the Fed Rsv. than you could imagine) in a dillemma. How you ask? Because the Fed Rsv creates money for the Fed Gov't programs from nothing and/or monetizes its debt. It's a charade that has been going on since our Independence in one form or another. It's not so easy for the State to create money because they don't have the same relationship with a printing press. They actually have to try & balance the budget! Imagine that!
The Gov isn't the only one who deserves the heat.
Much of this hardship is being opportunistically manipulated, that is, what's happening here in CA. The Gov will only be the bad guy for awhile as he is either a willing or unwilling pawn in the grand scheme of things...If things get really, really bad, the Fed Gov't will move in and take control in order to prevent civil unrest & to restore 'Gov't' and all these folks won't be mad anymore. That should scare you to death. Essentially our state borders will begin to disappear as we assimilate into the Socialist States of America.
Our Socialist elected political officials (masqerading as Donkeys & Elephants) are using this CA crisis to advance their agenda (i.e. NWO, thank you George Bush Sr. for coining that). What better way than to help plunge the state into ruin leaving the Federal Gov't as the rescuer.
Remember, it's not a conspiracy theory if it can be proven...it's simply a conspiracy.

I don't why Gov. Terminator is allowed to label himself a Republician. He does not agree with the (R) State Legislators on any issue anymore. He has made his bed with the Democrat controlled state assembly. First thing he does is tell us all how prisoners are going to be let out, public saftey officers laid off, we are all going to die a horrorable death. If we don't allow them to suck more tax out of us. Well we that cared voted, and that vote was a big NO! We just had our sales, income, registration tax increased to the highest in nation. Plus a added 36 cent per gallon gas tax. That makes 78 cents per gallon the state gets. We have too many scammers that have taken avantage of the handouts. Business is leaving because they have made it too hard and expensive to operate. Workmans Comp. fraud is a huge problem that no one ever mentions. Welfare Cuts is exactly what is needed. Or how about we all just fake work injuries and collect Workers Comp. forever.

you are really an insensitive little prick the reason why people ARE blaming the GOVERNOR is because HIM and his REPUBLICAN politicians DO NOT know what the HELL they are DOING and you have SOME people who are NOT so fortunate as say SOME people and they get all these benefits NOT because they are lazy but they are POOR and need FINANCIAL help and if you think its the so called HARD WORKING PEOPLE who are paying for this LOL ALLLLLL of our TAX PAYER MONEY is going to the BAILOUTS and this IRAQ WAR that YOU republicans love so much and his propesals are not going to make things BETTER they are just going to make things WORSE more HOMELESS STARVING NO JOB NO EDUCATION PEOPLE!!!!!!!!!!!!
