based on the answers so far (which sound right) I don't think most people are using O_O right.

    It's suppose to be a smiley face

    the "O" are the Eyes and the _ is the mouth

    its a little smiley face! the O's are the eyes, and the underline is the mouth. well, i guess its not really a smiley, but i think its adorable!

    its a straight or serious face. the two "O"s are the eyes and the line is a mouth
