I have been looking into the ToS and Guidelines and I get the feeling that they want me to report all abuse?
is there any obligation on me to report any abuse I see? I see many questions and answers that clearly violate the ToS but I don't feel any need to report them and, in fact, many of them are among my favorite questions and answers. Is it incumbent upon me to report them regardless?

The answer to this is yes. If you see any content that goes against the said sets of rules, you should report it. Be very careful on how you report other users, however, because your false report will result in it being overturned and your trust level will lower downwards. Also, you'll have less effect in doing this in the future. Remember that habitually abusing this feature will result in the permanent suspension of your Answers account.

There is absoulety nothing obligating you to use the abuse feature - use at will whenever you feel something is wrong. Tell the powers that be who are supposed to be running this site how you feel.
This site is set up in a way that users report each other, there's no named moderators I've ever seen. This can be good or bad in that one can be reported for a post that ticks a single reader off, or gain status do to a bunch lame answers and 'friends'.
