Situation:
Player A Uses "Card of Safe Return"
Player B Chains with "Magic Drain"
Player A Discards a spell card from his/her hand,
then Player B uses another Magic Drain.
Question: Can Player B spam Magic Drain like that? My cousin said Player B can't, but i think he could.
Please answer?

2 Magic Drains cannot be used against the one spell card. This is because the second Magic Drain would be targeting the first Magic Drain, which is not possible. Your opponent discards a spell card to cause the first Magic Drain not to negate the Card of Safe Return, after that, then nothing negates Card of Safe Return.

Basically the chain went like this
Card of Safe Return
Magic Drain
Magic Drain - Resolution
Magic Drain.. <- What Spell card is being activated? Exactly, since there is no spell card in the chain to counter (the first magic drain did that), it cannot be done.
In theory, he could have activated both at the same time in response to the spell card, but not after the "Card of Safe Return" player responded with what he is going to do. But that's just wasteful. Even then, I doubt the validity of this paragraph, so ignore it.
In short, no spamming.

I agree with Instant on this one. Magic Drain can only be activated when a spell card is activated, not discarded. Now, if you were to chain a spell card to the activation of the first Magic Drain, THEN he could have activated the second Magic Drain.
