The desktop computer will be better in the long run because you can upgrade it much, much more easily, it will run cooler, and it's probably cheaper.
Either will absolutely cream The Sims 3. Personally, I'd plump for the desktop. The 4850 is a great graphics card :)

Both of these are overkill for sims, almost any laptop will do sims. Check out Best Buy for prices.
