If you really mean a "shepherd" (a human who looks after sheep), it's because she is isn't a slut.
If your meant "Shepherd Dog", it's because (unlike sluttish humans), even when in season she isn't ready to be mated any old day.
Also, she might also have bonded with another dog, as my youngest has bonded with her older brother.
She might well be terrified of the loutish dog you've chosen
Were there a restriction in her vulva, that would result in the dog probing then dismounting.
But none of that matters.
YOU don't have a bit.ch worth mating.
NO-ONE who comes to YA to ask questions about breeding has a pooch worth mating.
See, anyone who DOES have a pooch worth mating would be asking:
• the pooch's breeder;
• their breed mentor;
• the people in the club where they show & train their pooch.
• the people in the GSD discussion groups they belong to.
Being worth mating has little to do with whether the pooch has Registration with the country's official Kennel Club, but that IS the first essential.
It has to do with having:
□ a well-balanced pedigree,
□ show certificates to prove its construction typical of its breed,
□ performance certificates to prove its attitude/behaviour typical of its breed,
□ "health" certificates to show that it is not personally afflicted by any of the main problems in that breed (but, as most problems are due to recessives, he/she could still PRODUCE those problems when mated to the wrong partner).
It is difficult to complete all the necessary credentials at younger than 25 months. Which is fine, because a GSD bit.ch is not mentally mature until about 2 years old, and not physically mature until about 2½.
Many poor "pet" bitches get mated at their first season, and end up in the situation of an 11-12 year old girl being expected to rear twins. The warnings others have given aren't "cause & effect", they are all effects of the ***** being still immature.
If you want to be a breeder, then go about it PROPERLY.
There isn't room here to list everything, but early steps should be:
• download http://www.fci.be/uploaded_files/166A1991_en.doc and LEARN it almost off by heart. The rebel "Standards" put out by the KCs in Britain, Canada, the USofA are crap.
• join a GSD club and participate in its activities
• buy a couple of quality GSD books - I recommend either of Dr Malcolm Willis's "GSD History & Genetics" books, and "The GSD Today" by Strickland & Moses .
• join some of the 300+ YahooGroups dedicated to various aspects of living with GSDs. Each group's Home page tells you what they like to discuss, and how active they are.
Between those sources you will learn what is required of a GSD for it to be considered breed-worthy.
You MIGHT have fluked such a pooch, but unless you bought it from a top-class breeder and all the animals in her pedigree have BS.Cl. or KKl (for a genuine GSD) or are show champions (for a show-is-all deviation), the odds are incredibly heavily against it.

It's hard to say. While she may be in heat they are only in "standing heat" when they will allow breeding on certain days of the heat. If you are too late or too early she won't be bred.
Also some females just don't allow it. I have heard in most cases where the female won't allow it there is some reason why they can't be bred. Like anatomy issues or something else. I have head a lot of females who won't breed naturally that need artificial insemination, and even that won't take. Be carful because she may attack the male or anyone who is trying to "help" her mate.
Speak to your vet about this issue.
Please tell me you have OFA hips and elbows on your female and the stud dog....... don't add to the health problems plaugeing my favorite breed.

Forcing a dog to mate will cause very serious problems. You should have read on breeding your breed BEFORE encountering this so if this happened you would have known what to do in the first place. If yuo force her to mate she can kill the stud and if not kill him scar him for life where he will never breed again. Breeding is not stick it in and there are puppies. Ppl need to educated themselves before breeding and even more so if they knew the laws ppl are seeking to pass they wouldnt breed b/c strays are dying everyday. In my state they will only keep a dog for max 1 week and then they are put down.
Get your dog spayed.

She feels like she isn't spayed. i might generally say achievable UTI by using the way she is licking herself, however the fact you probably did no longer undertake her from a look after and your male canines's pastime is a purple flag she isn't altered. Spay and neuter the two your canines ASAP. attempt low-priced in case you do no longer prefer to pass by way of your huge-unfold veterinarian. you do no longer choose undesirable litters of domestic canines. thousands and thousands die each 3 hundred and sixty 5 days in shelters already.

All of you people who respond with "get her spayed" and "she will kill her puppies" are idiots. No one asked your personal views on the subject. If you don't have the answer to the question then do the world a favor and shut your mouth. There's too many of you opinionated morons flooding the internet.

Good. Gt your dogs spayed and neutered. You don't enough to be breeding any breed of dog let alone a breed that is going down the tubes quickly because of breeders like you.

She is not ready.
Even altough she is in heat she is only receptive for a small part of the time.
When she is ready she will stand for the male. This does not mean the couple will manage especially if its her first time. Just be patient. If it is not working see if you can find an experienced breeder who will help.

Because she doesnt want half of her children to end up in the pound and be euthanized because her greedy owner wanted to breed her for money. The dog is smarter than her owner!

Forcing her to mate could result in her rejecting the puppies, complications during delivery and death of the mother and pups ....we don't need anymore BYB's
Be responsible and spay her.

she can be in heat and still be unready to mate....have you had them tested for hip scores and everything?
i dont mean to be offensive for all i know you could have done all of the genetic testing necessary to produce healthy pups.
ALSO im sure you would agree that if they werent excellent examples of the breed they shouldnt add to the over population.
surely if they werent you would spay and neuter
