Is it lawful for a law enforcement officer to release information about a person's arrest and release/ terms of bail to the individual who filed a domestic complaint against the arrested person?
I've looked everywhere but I'm unable to find an answer.

Yes. This information cannot be given out to the general public, but the victim is eligible to receive that information. The victim is the person who filed the complaint. This is due to the "victim rights bill" established in 1999.

Once charges are filed, the arrest and related details become a matter of public record and can be accessed by anyone. Prior to that, the records are not supposed to be accessible other than to court personnel and should not be made public.
