Well since we are focused more on Dio as an artist rather than just a vocalist in this case I would say Solo work. Because with his solo work he had the most freedom to do what he wanted to do rather than being submissive to Tony or Blackmore. Furthermore I would say that Dio (solo) is far more epic than anything he did with Elf as he also founded that band as well. So looking from the perspective at his best OVERALL work I would say solo for sure.

Nothing he does is ever bad to me. I like every song he's wrote. But my top five, Magica, Dehumanizer, The Devil you Know, the Last in Line and Dream Evil

Every solo work he has ever done has re-used/copied from these two albums

Heaven and Hell/Black Sabbath are the same thing.
Solo is best.
