Have the person who is requesting money from you, go to their PayPal account and use the Request Money option. It will send you a request to your email, and it will have a link that will take you to a page where you can pay this person.

If you don't want to have a paypal account, you can email the person to see if he or she can accept check or cashier's check or money order or which the later two you can get it from either bank or places like Walmart for a very small processing fee. Then you will send the payment to the person via traditional mail. Make sure you make a copy or your cashier's check for prove. Paypal is an industry-standard payment processing online, but in order to use it, you'll have to wire money from your bank to paypal in order to pay for the other party. So your best bet is to ask if the person is willing to receive money in either cashier's check or money order......
