Without question, it is GIMP!
It is fully featured using layers, drawing features, cloning, levels, curves, plug-ins (including support for RAW files) and a whole host of other features.
For free software to edit your photos, I don't see how you could make a better choice.
Oh, by the way, there are also many, many tutorials on the web to help you learn how to use GIMP.

Depends on what you want to get out of editing software.
If you would like to edit lots of photos such as a holiday album or party then use Picassa. Here you can crop, brighten, and add some effects for your photos.
If you have one or two specific photos you would like to work on using more advanced effects them use GIMP.

I would also follow suit and say my personal preference is gimp. I prefer it because it operates in much the same way as Adobe's Creative suite software, missing out on some of the fancy (but equally unnecessary) stuff though.

Gimp 2.0 is the best I have come across. It works in much the same way as Adobe Photoshop yet it is free. There are many free plug ins that you can download for it. go to http://www.gimp.org/ to download and get new plug ins.

google picasso is a good one that i use,
you can alter the colour , sizes etc and add effects
