There are a lot of cool streaming videos there, I wonder if they're legal.

It varies depending upon the laws in your country.
They claim they're legal because they don't actually host illegal files, they just point to them. The Pirate Bay operators used the same defense in their recent trial and were convicted, so the defense doesn't hold water at this point. On the user end, it's illegal because even if you just stream something it's being downloaded to your computer and is therefore copyright infringement. At the moment law enforcement is focusing on taking down The Pirate Bay. Once that's accomplished they'll likely move on to smaller fish like these.
